Police fired tear gas and hundreds of protesters pelted them with rocks at a street between the U.S. Embassy and Tahrir Square, birthplace of the uprising that toppled president Hosni Mubarak's authoritarian regime nearly two years ago.

The protesters have been staging a sit-in at the square since Friday night to demand President Mohammed Morsi revoke his decrees.

By mid-day, hundreds were starting to gather in Tahrir, chanting against Morsi's decrees and the Brotherhood. A new banner in the square proclaimed, "The Brotherhood stole the country."

"We are here to bring down the constitutional declaration issued by Morsi," said one protester at Tahrir, Mahmoud Youssef.

Hundreds of lawyers meanwhile gathered outside their union building in downtown Cairo ahead of their march to Tahrir. "Leave, leave," they chanted, addressing Morsi.

The rally planned for later Tuesday, with marches from various parts of Cairo to converge on Tahrir, is to be a significant test of the opposition's ability to bring out supporters and the public against Morsi's edicts issued last week.

The opposition says the decrees give Morsi near dictatorial powers by neutralizing the judiciary at a time when he already holds executive and legislative powers. Key parts of the judicial system have denounced the measures.

Morsi, in office since June, says the decrees are necessary to protect the "revolution" and the nation's transition to democratic rule. His declaration made all his decisions immune to judicial review and banned the courts from dissolving the upper house of parliament and an assembly writing the new constitution, both of which are dominated by Islamists. The decree also gave Morsi sweeping authority to stop any "threats" to the revolution.

Morsi's supporters canceled a massive rally they had planned for Tuesday, citing the need to "defuse tension" after a series of clashes between the two camps since the decrees were issued Thursday.

But a spokesman for the Muslim Brotherhood, the fundamentalist group from which Morsi hails, said demonstrations supporting the president could go ahead outside the capital and that supporters would form human chains in some provinces to protect Brotherhood offices. Morsi's supporters say more than a dozen of their offices have been ransacked or set ablaze since Friday.

On Monday, Morsi met with the nation's top judges and tried to win their acceptance of his decrees. But the move was dismissed by many in the opposition and the judiciary as providing no real concessions.

Presidential spokeman Yasser Ali, said Morsi told the judges that he acted within his rights as the nation's sole source of legislation, assuring them that the decrees were temporary and did not in any way infringe on the judiciary. He underlined repeatedly that the president had no plans to change or amend his decrees.

According to a presidential statement late Monday, Morsi told the judges that his decree meant that any decisions he makes on "issues of sovereignty" are immune from judicial review.

The vaguely worded statement did not define those issues, but they were widely interpreted to cover declaration of war, imposition of martial law, breaking diplomatic relations with a foreign nation or dismissing a Cabinet. Morsi's original edict, however, explicitly gives immunity to all his decisions and there was no sign it had been changed.

The statement Monday did not touch the immunity that Morsi gave the constitutional assembly or the upper chamber of parliament, known as the Shura Council. It also did not affect the edict that the president can take any measures he sees as necessary to stop threats to the revolution, stability or public institutions. Many see that edict as granting Morsi unlimited emergency powers.

The Shura Council does not have lawmaking authorities but, in the absence of the more powerful lower chamber, the People's Assembly, it is the only popularly elected, national body where the Brotherhood and other Islamists have a majority. The People's Assembly was dissolved by a court ruling in June.

Rights lawyers and activists, however, dismissed Morsi's assurances as an attempt to defuse the crisis without offering concrete concessions.

One of the lawyers, Ahmed Ragheb, described the presidential statement and Ali's comments as "playing with words."

"This is not what Egyptians are objecting to and protesting about," he said. "If the president wanted to resolve the crisis, there should be an amendment to his constitutional declaration."

Obama to meet executives, go to Pennsylvania for fiscal push

WASHINGTON (Reuters) - President Barack Obama will launch a multipronged push this week to garner support for his proposals to solve U.S. fiscal problems, meeting with business executives at the White House and visiting a small business in Pennsylvania to press his case.

Obama has sought to go on the offensive since his re-election on November 6 in the fight with Republicans over the "fiscal cliff" - a combination of tax increases and spending cuts that would go into effect next year if the two sides do not reach a deal to stop it.

As part of that effort, the White House released a report on Monday showing the impact that middle class tax increases would have on consumers and the retail industry.

On Tuesday, a White House official said, the president will meet with a group of small-business owners. On Wednesday he will host an event with "middle class Americans who would be impacted if Congress fails to act to extend the middle class tax cuts," the official said. He will also hold a meeting with business leaders, something he has done previously.

On Friday, he will visit a manufacturing facility of The Rodon Group, a small business that is a manufacturer for K'NEX Brands, a toy company with products including Tinkertoy and Angry Bird Building Sets.

"The president will travel to Montgomery County, Pennsylvania, to continue making the public case for action by visiting a business that depends on middle class consumers during the holiday season, and could be impacted if taxes go up on 98 percent of Americans at the end of the year," the official said.

Obama's visit and his meetings at the White House are designed to put pressure on congressional Republicans to extend tax cuts for middle-income people while ending them for families who make more than $250,000 a year.

Gaining the support of the business community is a key part of Obama's strategy. Reinforcing that, the White House released an analysis by its National Economic Council that said millions of small-business owners would suffer if the middle class taxes went up next year.

U.S. chefs' solution for invading Frankenfish? Eat 'em

WASHINGTON (Reuters) - The northern snakehead is known as "Frankenfish" and "rattlesnakes with fins," and some chefs say one way to stop the predatory, fast-spreading fish is obvious - with a fork.

With a reputation as fearsome as its name, the voracious snakehead fish has intruded throughout much of the Potomac River basin in Virginia and Maryland in the last decade, snapping up anything that gets in front of it.

Putting the torpedo-shaped snakehead on the menu is Washington-area restaurants' way of helping to control the Asian newcomer. Chefs said they have a key weapon on their side - humans' zest for eating up other species to the vanishing point.

"When man turns its attention to an animal, it's very difficult for the animal. He (the snakehead) is dangerous, but chefs are more dangerous," said David Stein, executive chef at Tony & Joe's Seafood Place in Washington.

He praised the snakehead for its dense, meaty, white flesh with a mild taste that is ideal for anything from grilling to sauteing. But given the name, snakehead ceviche might be going too far.

"The guy that orders that gets it for free," Stein said.

The northern snakehead, or Channa argus, has joined a tankful of invasive fish that U.S. authorities are urging people to control by eating them.

Lionfish in the Caribbean, Asian carp in the Mississippi River basin and blue catfish in Virginia rivers are among other newcomers that environmentalists want to see on a dinner plate.

SLAB-LIKE FLESH

But the snakehead stands out among its invasive peers because its slab-like flesh and its minimal shrinkage is seemingly ideal for white-tablecloth restaurants.

Some four restaurants in the Baltimore and Washington area serve it regularly, according to the Maryland Department of Natural Resources.

At Tony & Joe's, snakehead appetizers cost $10 to $11, and entrees about $26. Maryland is the only state with a commercial market and the limited supply is keeping prices high.

"They're really amazing. Probably if it was called any other name than snakehead, people would be more willing to give them a try," Stein said, admiring a 7-pound (3-kg) fish that had been killed by bow and arrow.

Snakeheads are hardy, fast-growing, voracious and prolific. They got their start in the Potomac through releases from aquariums and the live fish trade, and have turned up in such places as California and Florida. The name comes from its coarse scales, boa constrictor-like coloring and a reptilian snout with a mouth featuring dog-like teeth.

The fish are air breathers that can last for days out of water. Even when gutted and with their throats cut, they gape for breath, said John Rorapaugh, director of sustainability and sales at ProFish, a Washington wholesaler.

"Once they get to mature size, they are on top of the food chain and are ravenous," he said.

Mice, birds, frogs, other fish, and even AA batteries have turned up inside snakeheads, Rorapaugh said. The fish weigh from about 8 to 15 pounds when mature.

He said he pays about $5 a pound ($12.50 a kg) for snakehead, and has shipped some outside the Washington area, including to New York's upscale Gramercy Tavern.

Josh Newhard, an expert on the snakehead with the U.S. Fish and Wildlife Service, said it was too early to say what the snakehead's long-term impact would be on its invaded environment.

Native species have shown no sign of decrease despite the fish's "remarkable" spread, he said.

"The potential is really high for them to impact other fish species. The fact that people want to remove them from the system is really good," he said.

KAWS Companion In Macy's Thanksgiving Day Parade - Business ...

The Brooklyn-based artist Brian Donnelly -- better known as "KAWS" -- sent a balloon shaped like Mickey Mouse's dead body down Broadway in New York during Macy's Thanksgiving Day Parade.

The balloon's official name is "Companion," and it is based on a sculpture of a gray, seated figure with a skull for a head and crosses for eyes. The figure wears the familiar buttoned britches and shoes of Mickey Mouse. Aside from the shape of its ears, it is basically a dead version of Mickey Mouse.

In fact, Donnelly said "Companion" was based on Mickey Mouse when the scupture was exhibited at the Aldrich Contemporary Art Museum in Ridgefield, Conn. He told the museum that "Companion" was a "take down" of Mickey:

KAWS introduced the famous Companion in 1999. The seven and three-quarter inch limited edition toy featured the signature KAWS inflated skull and crossbones, with a skinny-legged Mickey Mouse body.? KAWS chose Mickey Mouse after a search for the most recognizable and international character in the cartoon world to ?take down.? Since then, the Companion has grown in scale. The towering Companion (Passing Through) presents the iconic figure sitting down with both gloved hands covering its face.

As this photo from the HighSnobiety blog shows, the "Companion" balloon traveled the route right in front of the real Mickey balloon. There's a better set of images here.

When the balloon reached Macy's in Herald Square, the NBC morning commentators -- Matt Lauer, Savannah Guthrie, Al Roker -- had little to say about it.

Murder trial tainted by media spectacle next door?

FILE - This undated file booking photo provided by the Will County Sheriff's Office in Joliet, Ill., shows Christopher Vaughn, of Oswego, Ill. On Monday, Nov. 26, 2012, a judge in Joliet is scheduled to sentence Vaughn for the June 2007 killing of his wife, Kimberly Vaughn, 34 and three children: 12-year-old Abigayle; 11-year-old Cassandra and 8-year-old Blake, in the family's SUV as they drove to a waterpark. (AP Photo/Will County Sheriff's Office, File)

(AP) ? An Illinois man convicted of killing his wife and three children is asking for a new trial, but not solely because of anything that happened in his courtroom ? he's blaming the high-profile trial next door.

Christopher Vaughn was convicted of fatally shooting his family so he could start a new life in the Canadian wilderness. His September trial overlapped with the trial of Drew Peterson, the former suburban Chicago police officer convicted of killing his third wife and whose case had been made into a TV movie.

Vaughn's attorney, George Lenard, argues that part of the reason his client didn't get a fair trial was because the press conferences held by Peterson's lawyers outside the courthouse damaged his own credibility as a defense attorney.

The judge considering that unusual argument, Will County Judge Daniel Rozak, said he would announce his decision Tuesday.

Lenard told the judge Monday that Peterson's attorneys made comments that were so detrimental to the reputation of court that they hurt his credibility with jurors in Vaughn's trial.

He noted that in one press conference, Peterson's lawyers jokingly said, "Stacy who?" when asked what effect Peterson's fourth wife, Stacy Peterson, who vanished in 2007, might have on Peterson's trial in the 2004 death of his third wife, Kathleen Savio.

"That gave defense attorneys, all of us, a black eye," Lenard told the judge during a hearing Monday. "Nobody ever said to me that made defense attorneys look good."

Prosecutors scoffed at Leonard's argument, saying jurors made the right decision based of "overwhelming" evidence against Vaughn. Assistant State's Attorney Mike Fitzgerald noted that if Lenard was so concerned about the media spectacle surrounding Peterson's trial, he could have asked that Vaughn's trial be delayed, but he did not.

Vaughn was convicted of three counts of first-degree murder ? charges that carry a mandatory life sentence ? after a 5 1/2 week trial for the 2007 deaths of his wife, 12-year-old daughter, 11-year-old daughter and 8-year-old son.

Investigators said Vaughn surprised his family with news that he was taking them to a water park the morning of June 14, 2007, but pulled off the road soon after starting the trip. Prosecutors allege he first shot his wife, then twice shot each of his children ? who were buckled in the back seat ? and then shot himself in the leg and wrist to make it seem like his wife was the shooter.

Prosecutors said the slayings were part of Vaughn's plan to start a new life in the Canadian wilderness.

On Monday, Lenard also argued that jurors' own comments after convicting Vaughn made it clear that they considered factors they should not have, including Vaughn's apparent lack of emotion during the trial. Lenard said that was improper because Vaughn didn't testify.

He also said prosecutors unfairly attacked his integrity by describing his arguments as "silly," ''ludicrous" and "shameful."

The defense attorney also noted that jurors deliberated less than an hour before returning their verdict, despite the testimony of more than 80 witnesses and more than 700 exhibits. And some jurors said they didn't even consider Lenard's argument that Vaughn's wife may have shot her three children and her husband before turning the gun on herself.

Fitzgerald said the quick verdict could be explained by the strong evidence, including blood evidence, against Vaughn.

NASA, Roscosmos pick seasoned astronauts for yearlong ISS trip

We now know which two astronauts will have to pack their bags very, very well in the next three years: NASA's Scott Kelly and Roscosmos' Mikhail Kornienko have been picked for the year-long stay aboard the International Space Station in 2015. Both voyagers are old hands at space travel, having each spent a total of six months in orbit and at least some time on the ISS crew. There's no great shock in the choices when the mission will track the long-term effects of near-zero gravity on the human body -- after all, most of us would want a crew comfortable in its spacesuit boots for such an ambitious (though not record-setting) trip. Kelly and Kornienko will start a two-year training program shortly into 2013 that should have them in shape by the expedition's launch... and hopefully remind them to bring a good toothbrush.

(AP) ? Fourth-and-29 at their own 37, 1:37 left in regulation and trailing by three points.

Game over for the Baltimore Ravens?

Not so fast. After all, they were playing the San Diego Chargers, the masters of the come-from-ahead loss, and Ray Rice had the perfect play for the seemingly impossible situation.

"Check down, Hey Diddle Diddle, Ray Rice up the middle," the Ravens running back said in describing the unbelievable play that helped the Ravens to a 16-13 overtime win against the staggering Chargers.

Six plays later, Justin Tucker kicked a 38-yard field goal to tie the game at 13 as regulation expired. Tucker made another 38-yarder with 1:07 left in overtime to win it.

But it was Rice's 29-yard gain that saved the day and allowed the Ravens (9-2) to take an even firmer grip on the AFC North race.

Pushed back by a holding call against guard Marshal Yanda and a 9-yard sack of Flacco by Antwan Barnes, the Ravens were down to their last desperate shot.

"I was thinking we needed a miracle," Ravens linebacker Terrell Suggs said.

They got it.

Flacco took a shotgun snap, looked downfield and then threw a short pass to Rice, who ran through a big hole in the middle of the field. Three Chargers missed him at the 50 before Quentin Jammer and Antoine Cason finally brought him down.

The ball originally was spotted at the 33. After a lengthy review, the ball was moved back to the 34 and the refs measured. The new spot still gave the Ravens a first down by the length of the ball.

"It was just total will," Rice said. "Once I made the first guy miss when I cut back across the grain, I actually saw the defense had to flip their hip and I kept eyeing the first down. I looked and said, 'Should I keep running to the sideline or should I just keep trying to get up field?' And that's what I did. I just kept getting up field.

"I left it in the hands of the officials and I'm not going to say they owed us one, but I'm glad we came out on top," he said.

Said wide receiver Torrey Smith: "I had a great view. ... That's probably one of the best plays I've ever seen. You won't see too many plays like that. He was the perfect guy for it."

With the Chargers defenders playing deep, Flacco couldn't find Smith open so he went to Rice.

"I thought it might be our best shot at the time ? give it to Ray ? and Ray made a great run and got a little lucky and it worked out perfect," Flacco said.

All the Chargers had to do was get the stop and run out the clock for their first win against a team with a winning record this season.

"I don't know what to say," Jammer said. "A play like that should never happen. You can't give them a chance to execute that play. But we had some breakdowns, for sure."

Up to that point, San Diego's defense had played well.

"It definitely upsets the stomach when things like that happen, but they happen," said defensive end Corey Liuget, who had a sack, a big fourth-down stop earlier in the game and a pass deflection.

"You have to give a guy credit when he makes an awesome play like that. But it was big, the biggest of the game it changed the game. ... Those kinds of plays are never acceptable in the NFL. You have to have somebody make the play."

San Diego (4-7) was pushed closer to elimination from the playoff picture for the third straight season, and with it, almost certainly the end of the Norv Turner era. The Chargers dropped four games behind AFC West leader Denver, which swept the season series against San Diego. In the wild-card race, the Chargers trail Indianapolis by three games and Pittsburgh and Cincinnati by two games.

Baltimore increased its lead to three games over Pittsburgh, which lost to Cleveland, and Cincinnati, which beat Oakland. The Ravens won their fourth straight and for the eighth time in nine games.

San Diego punted on both of its OT possessions. The second punt, a 63-yarder by Mike Scifres, pinned the Ravens at their 11 with 4:56 to go.

On third-and-10 from the Chargers 47, Smith came back and went over Jammer's tight coverage to make a nice catch of a 31-yard pass from Flacco to the Chargers 16. Flacco twice took a knee to set up the winning kick.

San Diego had gone ahead 13-3 on Nick Novak's 30-yard field goal with 7:51 to go in regulation.

This was the third time the Chargers blew a lead of double digits in the second half. They also came from ahead to lose at New Orleans and in an epic Monday night game here against Denver, when they blew a 24-0 halftime lead and lost 35-24.

Philip Rivers was sacked six times, twice by Arthur Jones. Rivers was turnover-free for just the third time in 11 games. He came in with 14 interceptions and four lost fumbles.

Rivers threw a 21-yard TD pass to Malcom Floyd and Novak kicked a 43-yard field goal to give the Chargers a 10-0 lead in the second quarter.

The Ravens struggled offensively until the opening drive of the second half. Flacco threw a short pass to Smith, who made two Chargers miss, then cut inside and deked another defender before being tackled at the Chargers 27 for a 54-yard gain.

The Ravens had to settle for Tucker's 43-yard field goal.

Flacco was sacked five times, twice by Antwan Barnes.

NOTES: Chargers S Eric Weddle sustained a concussion when he was hit by Anquan Boldin on the fourth-and-29 play. Chargers S Atari Bigby and LB Donald Butler both left with groin injuries in the second quarter. ... Ravens TE Ed Dickson sprained a knee. ... The Ravens were 8 of 13 on third-down conversions in the second half and overtime, and 12 of 24 for the game. The Chargers were 3 of 15 on third-down conversions for the game.

Syrian rebels say capture air base east of Damascus

AMMAN (Reuters) - Syrian rebels said on Sunday they had captured a helicopter base 15 km (10 miles) east of Damascus after an overnight battle, the second military facility on the outskirts of the capital to fall to President Bashar al-Assad's opponents this month.

An Internet video which activists said was filmed at the Marj al-Sultan base showed rebel fighters carrying AK-47 rifles touring the facility. An anti-aircraft gun could be seen positioned on top of an empty bunker and a rebel commander was shown next to a helicopter.

"With God's help, the Marj al-Sultan airbase in eastern Ghouta has been liberated," the commander said in the video. Eastern Ghouta, a mix of agricultural land and built-up urban areas, has been a rebel stronghold for months.

Activists said two helicopters were destroyed in the attack as well as a radar station, and that 15 personnel were taken prisoner.

With severe restrictions by Syrian authorities on non-state media, independent verification was not possible.

Footage from Saturday evening showed rebels firing rocket-propelled grenades at the base, and what appeared to be a helicopter engulfed in flames.

Last week rebels briefly captured an air defense base near the southern Damascus district of Hajar al-Aswad, seizing weapons and equipment before pulling out to avoid retaliation from Assad's air force.

Congo rebels push on after repelling counter-attack

SAKE/GOMA, Democratic Republic of Congo (Reuters) - Rebels advanced in eastern Congo on Friday, seeking to strengthen their grip before a regional summit intended to damp down the insurgency in an area long plagued by ethnic and political conflict.

Fighters from the M23 group, who are widely thought to be backed by neighboring Rwanda, pushed south along Lake Kivu near the new rebel stronghold of Goma on the Rwandan border.

In the capital Kinshasa, protesters accused the rebels of abuses including the rape of pregnant women while the United Nations reported killings of civilians and kidnappings.

The rebels advanced as their political chief Jean-Marie Runiga was due to meet the president of Uganda on the eve of the Kampala summit of leaders from Africa's Great Lakes region.

Regional and international leaders are scrambling to halt the latest violence in the Great Lakes area, fuelled by a mix of local and regional politics, ethnic rifts and competition for big reserves of gold, tin and coltan, an ore of rare metals used in electronics and other high-value products.

Another rebel contingent moved north from the road junction at the town of Sake, scene of a failed counter-offensive by government forces.

A Reuters correspondent in Sake said rebels were in control after Thursday's battle, which had been the first sign of a government fightback since the army abandoned Goma, a frontier city of one million, on Tuesday.

"There was heavy fighting," said pastor Jean Kambale. "It's M23 who control the town. They never lost it."

Fighters for the group - which said after taking Goma that it would march on Kinshasa 1,000 miles away to defeat Kabila - met no resistance as they probed south from Sake.

Those rebels who pushed north from Sake moved closer to the home town of Bosco Ntaganda, a Rwandan-born warlord who many say controls the insurgency and is wanted for war crimes by the international court at The Hague.

Thousands of refugees were fleeing the fighting and heading for Goma, where aid agencies have a significant presence, along with U.N. peacekeepers who stood back when the rebels moved in.

U.N. aid agencies painted a bleak picture of the aftermath of the fighting, which they estimate has displaced 140,000 people in and around the lakeside city of Goma.

A rebel spokesman said M23 had "demilitarized" Goma, moving soldiers out and securing it with a makeshift police force.

"Our soldiers are outside the city. We demilitarized two days ago," said M23 spokesman Vianney Kazarama.

A Reuters correspondent saw hundreds of people in Goma's stadium on Thursday registering to become police.

KINSHASA PROTEST

In the distant capital, hundreds of women marched on Friday on the headquarters of the U.N. mission to protest against the rebellion. "I am saddened by everything that is happening over there. Pregnant women are raped and mistreated. I am marching in solidarity with them," said one of the women, herself pregnant, who asked not to be named.

The women, clad in black, carried banners calling for peace and criticizing Congo's tiny but militarily powerful neighbor. "No to Rwanda!" read one.

Rape during conflict is well documented in Congo, with rights groups saying it is used as a weapon of war.

In a statement on Friday, U.N. Human Rights chief Navi Pillay's spokesman said they had reports of rebels killing at least nine civilians, wounding dozens more and carrying out a series of kidnappings. Government troops had also committed abuses, including looting, the spokesman said.

The crisis has raised tensions between Congo and Rwanda, which Kinshasa, backed by U.N. experts, accuses of secretly supporting the rebels.

Kigali has a history of meddling in Congo's conflicts but Rwandan President Paul Kagame has repeatedly denied involvement, accusing Congo and world powers of seeking a scapegoat for their failures. "It doesn't matter how many times you repeat lies about us, it doesn't make it the truth ... we will not accept it," the Rwandan presidency said on its official Twitter account.

In Goma, capital of North Kivu province, M23 fighters showed journalists on Friday an arms cache they said the army abandoned when it fled the town. Weapons on display included multiple rocket launchers, artillery canons, hundreds of mortars, anti personnel mines, and stacks of ammunition.

"Kabila is gone, With this, Kabila leaves. We'll take this to the front. If he doesn't negotiate, we continue," said Colonel Seraphin Mirindi, a senior rebel officer.

Previous uprisings in Democratic Republic of Congo, among them one led by Kabila's father, have been launched from the area, where a mix of colonial-era borders, mineral deposits and ethnic rivalries has caused millions of deaths during nearly two decades of turmoil dating from the 1994 genocide in Rwanda.

Red Cross officials had so far retrieved bodies of 31 people killed in fighting for Goma, UNICEF said.

REFUGEES

The rebels have had a mixed welcome in areas taken this week, with some welcoming promises of change but many also tired of years of conflict and expecting abuse by gunmen on all sides.

Fearing more fighting, thousands of people, clutching children and belongings, were on the move around the lake on Friday, trudging along the road towards Goma from Sake.

M23 was formed in April by army mutineers who accused Kabila of reneging on a peace deal from an earlier conflict. It now says it plans to "liberate" the whole country and has rejected a call from regional states to withdraw from Goma.

While Kabila's armed forces are on the back foot, analysts remain skeptical the rebels can make good on their threat to march on Kinshasa in the west without significant, overt support from foreign backers.

The rebels have so far ignored international calls to withdraw from occupied areas and say they are doubtful of Kabila's stated readiness to look into their complaints, since they complain of having already waited months for talks.

Ben Shepherd, an associate fellow at UK-based Chatham House think tank, wrote in a paper that Congo and Rwanda were playing a high-stakes game, with Rwanda risking further international condemnation for reportedly backing the rebels and Kabila potentially facing a backlash over his handling of the rebellion.

"Both will be hoping the other blinks first," he said.

Facebook proposes to end voting on privacy issues

(AP) ? Facebook is proposing to end its practice of letting users vote on changes to its privacy policies, though it will continue to let users comment on proposed updates.

The world's biggest social media company said in a blog post Wednesday that its voting mechanism, which is triggered only if enough people comment on proposed changes, has become a system that emphasizes quantity of responses over quality of discussion. Users tend to leave one or two-word comments objecting to changes instead of more in-depth responses.

Facebook said it will continue to inform users of "significant changes" to its privacy policy, called its data use policy, and to its statement of user rights and responsibilities. The company will keep its seven-day comment period and take users' feedback into consideration.

"We will also provide additional notification mechanisms, including email, for informing you of those changes," wrote Elliot Schrage, Facebook's vice president of communications, public policy and marketing, in the post.

Facebook began letting users vote on privacy changes in 2009. Since then, it has gone public and its user base has ballooned from around 200 million to more than 1 billion. As part of the 2009 policy, users' votes only count if more than 30 percent of all Facebook's active users partake. That did not happen during either of the two times users voted and it's unlikely that it will now, given that more than 300 million people would have to participate.

Jules Polonetsky, director of the Future of Privacy Forum, an industry-backed think tank in Washington, said the voting process was a "noble experiment" that didn't lead to informed debate.

Facebook said in June that it was reviewing how to get the best feedback from users on its policies.

Facebook is also proposing changes to its data use policy, such as making it clear that when users hide a post or photo from their profile page, the "timeline," those posts are not truly hidden and can be visible elsewhere, including on another person's page.

Polonetsky called Facebook's data use policy "kind of a good handbook" and a "reasonable read" on how to navigate the site's complex settings.

But most people don't read the privacy policies of websites they frequent, even Facebook's.

"I certainly recommend that people read it, but most users just want to poke someone and like someone and look at a picture," Polonetsky said.

Facebook's task, he added, will be to continue to evolve its user interface ? the part of the site that its users interact with ? so that answers to questions are obvious and people don't need to wade through the policy.
