Veteran explorer stakes Russia's claim over the Arctic

MOSCOW (Reuters) - Russian polar explorer Artur Chilingarov made his name in the Soviet Union with a daring rescue of an ice-bound ship, then won international fame for planting Russia's flag under the ice cap, angering governments with rival claims over the Arctic.

Now at the age of 73, rather than folding away his maps, he is spearheading President Vladimir Putin's diplomatic push to secure more of the mineral-rich region.

"We don't want anything that belongs to anybody else, but if we prove it's ours, give it to us," a cigar-puffing Chilingarov told Reuters in an interview in his Moscow office dominated by a wall map of the Arctic seabed's topography.

On his desk stood a 10-cm (four-inch) high replica of the titanium Russian tricolor that he planted at the North Pole during his 2007 dive.

Huge reserves of Arctic oil and natural gas are expected to become more accessible as climate change melts the ice and technology advances.

For Putin, the race for the Arctic's natural wealth is a matter of national and personal pride at the start of his six-year, third term as president, and would be a victory from which he could reap political dividends.

Competition is fierce, with Norway, the United States, Canada and Denmark also seeking to secure their interests in the Arctic and where international energy majors such as ConocoPhillips and Statoil hope to succeed with potentially lucrative offshore projects.

After the failure of a first attempt to secure an additional 1.2 million square km (463,000 square miles) of the Arctic shelf, Russia intends to present more evidence to support its claim to the United Nations by the end of this year.

"Our economy today is largely based on what was developed in the Arctic regions - oil, gas, diamonds, gold, apatites - from Norilsk to Chukotka, thanks to the Soviet Union's policies of exploring and producing there," Chilingarov said.

"But back then we did not go into the sea. Resources are not endless and our task now is to leave future generations the same chances of economic stability as the Soviet Union left us."

NEW STRATEGY

The map on Chilingarov's wall was the result of 30 years of work by Soviet and then Russian scientists and was central to Moscow's first attempt in 2001 to win U.N. recognition that its Arctic shelf extends up to the North Pole.

Russia says an underwater mountain range known as the Lomonosov Ridge, which stretches across the Arctic Sea, is part of its own Eurasian landmass.

But the U.N. was not convinced and asked for more research to back the claim, rejected by Canada and Denmark, which say the formation is a geographical extension of their own land.

Chilingarov said the presentation of new evidence to back up Russia's claim was now a priority for the Kremlin.

"This is a very important task supported by the president. The aim is to do it by the end of this year," said the explorer. "We spare no efforts on expeditions to prove that Russia sits on Arctic resources ... We are very serious, very serious about this."

Russia puts its total shelf oil and gas reserves, from the Arctic to the Caspian Sea, at 100 billion tonnes of oil equivalent - enough to power the world for more than 20 years.

A new strategy for the Arctic, approved by Putin this month, underlines the importance of tapping more energy resources in a country whose $2.1 trillion economy is overly reliant on exports of energy resources.

Oil and gas sales now account for around half of Russia's budget revenues and commodities make up some 90 percent of Russian exports.

The cost of developing any new energy fields will be great.

Russia's flagship gas project on the Arctic shelf, the Gazprom-controlled Shtokman, is already on hold because of cost overruns after years of failed attempts to advance work at the field holding nearly 4 trillion cubic meters of gas.

Other countries, meanwhile, are pressing their own claims. A Danish expedition last year also collected data to support its claim to a vast tract in the Arctic including the North Pole.

RICH REWARDS

The rewards for the winners are potentially huge, with the U.S. Geological Survey estimating that 30 percent of the world's undiscovered natural gas and 15 percent of oil is in the Arctic.

Several companies, including Russia's Rosneft, Norway's Statoil and U.S.-based Exxon Mobil are already getting ready to drill in areas of melting sea ice, despite the risks, technological difficulties and costs.

After Chilingarov's North Pole dive in 2007, he was officially declared a hero of Russia, an award he added to the title of hero of the Soviet Union that he had won for the 1980s rescue operation, and his face still adorns postage stamps.

He is one of only four people to have been awarded both titles, and one of only two still alive.

"This is not the end of my expedition activity, but this was the pinnacle of it," Chilingarov said of the 2007 dive.

There is also an environmental challenge to face. Many environmental groups say the rush for the Arctic's natural resources risks destroying its fragile ecosystems, already under threat from climate change, as there are no adequate impact studies or emergency plans in case of a leak.

Last August, Greenpeace activists scaled Gazprom's Prirazlomnaya oil rig - Russia's first offshore oil development in the Arctic - to protest against drilling there and draw attention to the destruction of the area.

"As a polar explorer, obviously, I am for leaving the Arctic untouched. As a politician, I understand that Russia lives on its natural resources and should go on developing them," said Chilingarov.

(AP) ? Chuck Hagel took charge Wednesday of the Defense Department with deep budget cuts looming and Republican opponents still doubtful that he's up to the job.

He took the oath of office as Secretary of Defense at the Pentagon and was expected to address civilian and uniformed employees of the department later Wednesday morning.

The bitter, seven-week fight over his nomination ended Tuesday as a deeply divided Senate voted 58-41 to confirm him. Just four Republicans joined Democrats in backing the former two-term Republican senator from Nebraska and twice-wounded Vietnam combat veteran.

"I am honored that President Obama and the Senate have entrusted me to serve our nation once again," Hagel said in a statement Tuesday. "I can think of no greater privilege than leading the brave, dedicated men and women of the Department of Defense as they perform vital missions around the globe."

Hagel promised to work closely with Congress, but he faces lingering reservations about his ability to handle the responsibilities. Shortly after the vote, Sen. Lindsey Graham said he still has serious questions about Hagel and his qualifications.

"I hope, for the sake of our own national security, he exceeds expectations," said the South Carolina Republican.

The top Republican on the Armed Services Committee, Sen. Jim Inhofe of Oklahoma, said Hagel's record on Israel, Iran, defense spending and nuclear weapons "demonstrate, in my view, a profound and troubling lack of judgment on many of the critical issues he will now be confronted with as secretary of defense."

But Inhofe promised to work with Hagel to avoid the $46 billion in automatic, across-the-board budget cuts that hit the Pentagon on Friday.

Obama alluded to the need for cooperation in his statement welcoming the vote.

The president said he was grateful to Hagel "for reminding us that when it comes to our national defense, we are not Democrats or Republicans, we are Americans, and our greatest responsibility is the security of the American people."

Hagel joins Obama's retooled national security team, including Secretary of State John Kerry and CIA Director-designate John Brennan, at a time of uncertainty for a military emerging from two wars and fighting worldwide terrorism with smaller, deficit-driven budgets.

Among his daunting challenges are dealing with the budget cuts and deciding on troop levels in Afghanistan as the United States winds down its combat presence. He also will have to work with lawmakers who spent weeks vilifying him.

Republicans insisted that Hagel was battered and bloodied after their repeated attacks during the protracted political fight.

"He will take office with the weakest support of any defense secretary in modern history, which will make him less effective on his job," said Sen. John Cornyn of Texas, the Senate GOP's No. 2 Republican.

Not so, said Democratic Sen. Jack Reed, who pointed out that Hagel now has the title and the fight is history.

"All have to work together for the interest of the country," said Reed, D-R.I.

The vote ended one of the bitterest fights over a Cabinet choice and former senator since 1989, when the Democratic-led Senate defeated newly elected President George H.W. Bush's nomination of Republican John Tower to be defense secretary. This time, Republicans waged an unprecedented filibuster of a president's Pentagon pick and Hagel only secured the job after Republicans dropped their delay.

A 71-27 vote to end the filibuster cleared the way for Hagel's confirmation.

In the course of the rancorous nomination fight, Republicans, led by Inhofe and freshman Sen. Ted Cruz of Texas, insinuated that Hagel has a cozy relationship with Iran and received payments for speeches from extreme or radical groups. Those comments drew rebukes from Democrats and some Republicans.

Sen. Carl Levin, D-Mich., the chairman of the Armed Services Committee, dismissed the "unfair innuendoes" against Hagel and called him an "outstanding American patriot" whose background as an enlisted soldier would send a positive message to the nation's servicemen and women.

Sen. Claire McCaskill, D-Mo., questioned how the confirmation process devolved into a character assassination in which Hagel was accused of "having secret ties with our enemies."

"I sincerely hope that the practice of challenging nominations with innuendo and inference, rather than facts and figures, was an aberration and not a roadmap," she said in a statement after the vote.

Company executives are worried Samsung has become so big that it ?could flex its muscle? to renegotiate its mobile-ad arrangement and eat into Google?s profits, The Wall Street Journal reported. A majority of Android devices come preloaded with various Google applications that generate the company a considerable amount of ad revenue. Samsung is said to receive more than 10% of revenue from its advertising partnership with Google, however the company has signaled that it might want more. Google has a backup plan in case Samsung plans on going rogue, though.

Andy Rubin, the head of Android, previously praised Samsung?s success and called it mutually beneficial, but also warned that the company could become a threat if it gains too much ground on other manufacturers. Google executives are now said to be meeting with several other companies to ensure that ?their Android devices can keep Samsung?s leverage in check by providing legitimate competition.?

If HTC?s new One smartphone?fails to impress consumers, for example, Google has a backup plan.

Rubin reportedly said that Google?s recent acquisition of Motorola Mobility served as ?a kind of insurance policy against a manufacturer such as Samsung gaining too much power over Android.? The company has said numerous times, however, that it wouldn?t favor any one manufacturer over others.

Recent reports suggest Google is working with Motorola to develop a new high-end smartphone, codenamed ?X Phone? for now, to legitimately compete with Apple?s (AAPL) iPhone and Samsung?s Galaxy line of devices. The handset is rumored to be lined up for a May debut at the company?s?annual?I/O developer conference.

For now, Google and Samsung continue to view each other as partners in the never-ending battle against Apple, but their friendly relationship may not last forever.

The programmes include the Bachelor of Technology (B.Tech) in Mechanical? Engineering, Master of Science (M.Sc.) in Mechanical and Industrial Engineering and Doctor of Philosophy (PhD) in? Mechanical? and Industrial Engineering,

The Polytechnic has also signed a Memorandum of Understanding (MOU) with the Hague University of Applied Science in the Netherlands for an exchange training.

Dr Lawrence Atepor, Rector of the Cape Coast Polytechnic, said this at the 9th congregation of the Polytechnic in Cape Coast on Saturday, where 889 people were presented with Higher National Diploma in Business and Management Studies, Engineering and Applied? Sciences and Arts.

He said the Polytechnic also has affiliation agreement with the University of Education, Winneba, to run a one ?year Diploma in Education Programme for interested students and that the first batch of 300 students have been enrolled in the programme since September 2012.

Dr Atepor said the affiliation between the Polytechnic? and the? Kwame Nkrumah University of Science and Technology for the award of Bachelor? of Technology? (B.Tech)? degree in Building? Technology has been finalised? and that the first batch of students? would soon be awarded their degrees.

He said? the Polytechnic has been given the accreditation to run top-up degree programmes? in? some courses? and that the second batch? of students? to pursue? the two-year? top-up Bachelor of Technology? degree programme in Mechanical Engineering? have been admitted.

Dr Atepor used the? occasion to thank? the Embassy of the United States of America for the introduction of? a Community? Colleges? Initiative through which four students? of the Polytechnic have already studied? in some community? colleges in the USA.

He urged the graduates to put their entrepreneurial training to good use by courageously daring to try the uncharted paths in the world of business.

Mrs Emilia Aning, Chairman of the Polytechnic?s Council, appealed to the National Accreditation Board and the Ministry of Education to speed up the procedures for the granting of accreditation to run the top-up programmes.

?The desire to acquire more knowledge for personal development has increased greatly among our graduates and they would strive to reach the highest level of education if more training avenues are made available,? she said.

Italians vote in polls seen key to finance crisis

ROME (AP) ? Will Italy stay the course with painful economic reform? Or fall back into the old habit of profligacy and inertia? These are the stakes as Italians vote in a watershed parliamentary election Sunday and Monday that could shape the future of one of Europe's biggest economies.

Fellow European Union countries and investors are watching closely, as the decisions that Italy makes over the next several months promise to have a profound impact on whether Europe can decisively put out the flames of its financial crisis. Greece's troubles in recent years were enough to spark a series of market panics. With an economy almost 10 times the size of Greece's, Italy is simply too big a country for Europe, and the world, to see fail.

Leading the electoral pack is Pier Luigi Bersani, a former communist who has shown a pragmatic streak in supporting tough economic reforms spearheaded by incumbent Mario Monti. On Bersani's heels is Silvio Berlusconi, the billionaire media mogul seeking an unlikely political comeback after being forced from the premiership by Italy's debt crisis. Monti, while widely credited with saving Italy from financial ruin, is trailing badly as he pays the price for the suffering caused by austerity measures.

Then there's the wild card: comic-turned-politician Beppe Grillo, whose protest movement against the entrenched political class has been drawing tens of thousands to rallies in piazzas across Italy. If his self-styled political "tsunami" sweeps into Parliament with a big chunk of seats, Italy could be in store for a prolonged period of political confusion that would spook the markets.

Voting was generally calm. But when Berlusconi showed up at a Milan polling place to cast his ballot, three women, shouting "Enough of Berlusconi," pulled off their sweaters to bare their chests, and display the slogan "Basta Silvio!" (Enough of Silvio) scrawled on their flesh. A cordon of police, already in place for security before the former premier's arrival, blocked Berlusconi's direct view of the topless women.

Police detained the women for questioning. Italian news reports said the three were members of the Femen protest group.

After voting, Berlusconi described the topless protesters as "an exaggeration. There are situations that are outside the bounds of reason, and we can't do anything about them," he said.

While a man of the left, Bersani has shown himself to have a surprising amount in common with the center-right Monti ? and the two have hinted at the possibility of teaming up in a coalition. Bersani was Monti's most loyal backer in Parliament during the respected economist's tenure at the head of a technocratic government. And in ministerial posts in previous center-left governments, Bersani fought hard to free up such areas of the economy as energy, insurance and banking services.

But it's uncertain that Monti will be able muster the votes needed to give Bersani's Democratic Party a stable majority in both houses of Parliament.

"Forming a government with a stable parliamentary alliance may prove tricky after elections," said Eoin Ryan, an analyst with IHS Global Insight. "A surge in support for anti-austerity parties is raising chances of an indecisive election result and post-vote political instability."

Another factor is turnout. Usually some 80 percent of the 50 million eligible voters go to the polls but experts are predicting many will stay away in anger, hurting mainstream parties.

Interior Ministry figures put the turnout when polls closed Sunday at 55 percent, more than 7 percentage points less than in the last national elections in 2008.

Italian elections are usually held in spring, and this balloting came amid bad weather in much of the country, including snow in the north. Rain was forecast for much of the country Monday.

Sunday's vote also coincided with balloting for governor and regional assemblies in three regions, including Italy's two most important areas ? the Lazio region including Rome, and Lombardy, whose capital is Milan, Italy's financial center.

Lombardy's results in the national vote are considered crucial in helping determine Parliament's makeup. Turnout was running higher than during the last regional vote in those two regions, officials said.

When Berlusconi stepped down in November 2011, newspapers were writing his political obituary. At 76, blamed for mismanaging the economy and disgraced by criminal allegations of sex with an underage prostitute, the billionaire media baron appeared finished as a political force.

But Berlusconi has proven time and again ? over 20 years at the center of Italian politics ? that he should never be counted out.

The campaign strategy that has allowed him to become a contender in these elections is a simple one: please the masses by throwing around cash.

Berlusconi has promised to give back an unpopular property tax imposed by Monti as part of austerity measures. Even his purchase of star striker Mario Balotelli for his AC Milan soccer team was widely seen as a ploy to buy votes. Berlusconi has also appealed to Italy's right-wing by praising Italy's former fascist dictator Benito Mussolini during a ceremony commemorating Holocaust victims.

The most recent polls show Bersani in the lead with 33 percent of the vote, against 28 percent for Berlusconi's coalition with the populist Northern League. Grillo's 5 Star movement was in a surprise third place, with 17 percent support, while Monti's centrist coalition was notching 13 percent. The COESIS poll of 6,212 respondents had a margin of error of plus or minus 1.2 percent.

Pollster Renato Mannheimer said among his biggest clients heading into the elections were foreign banks seeking to gauge whether to hold or sell Italian bonds.

"They are worried mostly about the return of Berlusconi," Mannheimer said.

Uncertainty over the outcome of the vote has pushed the Milan stock exchange down in the days running up to the vote and bumped up borrowing costs, as investors express concern that Italy may back down from a reform course to pull the country out of recession.

Mannheimer said many undecided voters ? who comprise around one-third of the total electorate ? identify with the center-right, and that may help Berlusconi. He said that the undecided vote may also tilt heavily toward Grillo's protest movement.

The professorial Monti looked uncomfortable at first as a candidate but has recently warmed to the role. Like the others, he has not shied away from name calling, warning that Berlusconi is a "charlatan" and saying his return would be "horrific."

Bond analyst Nicholas Spiro said the election "will deliver the most important verdict on the eurozone's three-year-old austerity focused policies."

But he is betting on a period of political instability after the vote.

"An upset victory by Mr. Berlusconi may be markets' nightmare scenario," he said, "but the prospects for a stable and harmonious Bersani-Monti coalition government ? still the mostly likely outcome in our view ? are bleak."

"Now, we can investigate which drugs work best for patients based on the genetic profiles of their tumors," he added in the statement. "For basal-like breast tumors, it's clear they are genetically more similar to ovarian tumors than to other breast cancers. Whether they can be treated the same way is an intriguing possibility that needs to be explored."

The findings suggest "that <a href="http://www.uhhospitals.org/about/media-news-room/current-news/2012/08/lack-of-sleep-found-to-be-a-new-risk-factor-for-aggressive-breast-cancers">lack of sufficient sleep</a> may cause more aggressive tumors, but more research will need to be done to verify this finding and understand the causes of this association," study researcher Cheryl Thompson, Ph.D. said in the statement.

"Based upon pathology, we could see that at least 60 percent of the <a href="http://www.eurekalert.org/pub_releases/2012-10/acos-afo092712.php">tumors were completely regressed</a> and the other 40 percent had very little areas of tumor cells present with a lot of necrosis, which is a sign that the tumor was responding to therapy," study researcher Dr. Sepideh Gholami, M.D., of Stanford University Medical Center, said in a statement. ABC News pointed out that this <a href="http://abcnews.go.com/blogs/health/2012/10/01/smallpox-virus-may-help-treat-deadly-form-of-breast-cancer/">kind of breast cancer is notoriously hard to treat</a> because it doesn't respond to other hormonal or immune treatments.

  • Shift Work May Influence Breast Cancer Risk

    Working the night shift is linked to an increased risk of breast cancer, according to two different studies that came out this year. One of them, published in the journal <em>Occupational and Environmental Medicine</em>, showed that <a href="http://www.huffingtonpost.com/2012/05/30/shift-work-breast-cancer-risk_n_1553058.html">breast cancer risk went up </a>among women who worked the night shift more than twice a week, with the risk being the highest among those who said that they are "morning people" instead of "night people." <em>The Toronto Sun</em> reported that the results of this study confirm the findings of the International Agency for Research on Cancer, which has a list of items and <a href="http://www.torontosun.com/2012/05/29/night-shift-work-linked-to-breast-cancer-risk">habits that may cause cancer</a>. The IARC considers shift work "possibly carcinogenic." The other study, published in the <em>International Journal of Cancer</em>, showed that breast cancer risk is 30 percent higher for <a href="http://www.huffingtonpost.com/2012/07/01/shift-work-breast-cancer-night-sleep_n_1612486.html">women who work the night shift</a>, with the risk being especially clear among those working night-time jobs for four years, or those who worked the night shift for three or fewer nights a week.

  • Breast Size May Be Linked With Breast Cancer Risk

    The genes that help determine a <a href="http://www.huffingtonpost.com/2012/07/05/breast-cancer-risk-breast-size-study_n_1652292.html">woman's breast size</a> may also be linked with her breast cancer risk, according to a study published earlier this year in the journal <em>BMC Medical Genetics</em>. Researchers examined the genetic data of 16,000 women to find that seven DNA variations, called single nucleotide polymorphisms (SNPs), seem to be <a href="http://www.huffingtonpost.com/2012/07/05/breast-cancer-risk-breast-size-study_n_1652292.html">linked with breast size</a> -- and three of those SNPs are known to be associated with a person's risk of breast cancer, HuffPost's Catherine Pearson reported.

  • Exercise Could Help Lower Breast Cancer Risk

    Just a little bit of exercise may help to <a href="http://www.huffingtonpost.com/2012/06/25/exercise-breast-cancer-risk-moderate_n_1619175.html">reduce your risk of breast cancer</a>, though the more you move, the better, according to a study in the journal <em>CANCER</em>. Researchers at the University of North Carolina in Chapel Hill found that postmenopausal or reproductive-age women in their study who exercised the most -- from 10 to 19 hours each week -- had a 30 percent <a href="http://www.huffingtonpost.com/2012/06/25/exercise-breast-cancer-risk-moderate_n_1619175.html">lower risk of breast cancer</a>, though exercising less than that was still linked with some protective benefits. "The observation of a reduced risk of breast cancer for women who <a href="http://www.eurekalert.org/pub_releases/2012-06/w-eem062012.php">engaged in exercise after menopause</a> is particularly encouraging given the late age of onset for breast cancer," study researcher Lauren McCullough said in a statement.

"But it's also impossible to rule out that some factors related to diabetes may be involved in the process."

    Being overweight could lead to worse outcomes from breast cancer, according to a study published August in the journal <em>Cancer</em>.     Firefox phones coming this summer

    BARCELONA, Spain (AP) ? Mozilla, the non-profit foundation behind the popular Firefox Web browser, is getting into phones. But it's not stopping at Web browsers ? it's launching an entire phone operating system.

    The Mountain View, Calif.-based foundation said Sunday that phones running Firefox OS will appear this summer, starting in Brazil, Colombia, Hungary, Mexico, Montenegro, Poland, Serbia, Spain and Venezuela.

    The Firefox OS will land in a crowded environment, where many small operating systems are trying to become the "third eco-system," alongside Apple's iOS and Google's Android. Together, those two account for 91 percent of smartphone sales, according to research firm IDC.

    Mozilla Foundation has an ally in phone companies, who are interested in seeing an alternative to Apple and Google, particularly one coming from a non-profit foundation. Thirteen phone companies around the world have committed to supporting Firefox phones, Mozilla said, including Sprint Nextel in the U.S., though it gave no time frame for a release. Other supporters include Telecom Italia, America Movil of Mexico and Deutsche Telekom of Germany. DT is the parent of T-Mobile USA, but plans to sell Firefox phones first in Poland.

    Phone makers that plan to make Firefox phones include Huawei and ZTE of China and LG of Korea. The first devices will be inexpensive touchscreen smartphones.

    All the phones will run on chips supplied by San Diego-based Qualcomm Inc., whose CEO Paul Jacobs appeared at Mozilla's press event Sunday in Barcelona, Spain, on the eve of the world's largest cellphone trade show.

    The industry has seen various attempts to launch "open" smartphone operating systems, with little success. Jay Sullivan, vice president of products at Mozilla, said these failed because they were designed "by committee," with too many constituents to please. While developing and supporting the Firefox browser, Mozilla has learned to develop large-scale "open" projects effectively, he said.

    He also said that putting quality third-party applications on Firefox phones will be easy, because they're based on HTML 5, an emerging standard for Web applications.

    "Firefox OS has achieved something that no device software platform has previously managed - translating an industry talking shop into a huge commitment from both carriers and hardware vendors at its commercial launch," said Tony Cripps an analyst at research firm Ovum. "Neither Android nor Symbian ? the closest benchmarks in terms of broad industry sponsorship that we've previously seen ? have rallied the level of support that Firefox OS has achieved so early in its development."

    Panama Canal project raises ire around East ports

    NEWARK, N.J. (AP) ? Residents of this city's Ironbound neighborhood are familiar with big modes of transport. Jumbo jets fly so low while approaching Newark Airport that it seems one can hop onto a wing. Double-decker trains race through, ferrying passengers to New York City. Trucks rumble down narrow streets where the smell of Portuguese barbecue wafts through the air and Brazilian music emanates from stores and cars.

    But some here and in neighborhoods near other East Coast ports are leery of the monster ships that will soon arrive because of a trade project thousands of miles away that they believe will harm their air quality, roadways and waterways.

    "We can't afford any additional environmental burdens," said Joseph Della Fave, executive director of the Ironbound Community Corp.

    East and Gulf coast ports are jockeying against one another, scrambling to accommodate so-called "post-Panamax" ships: massive vessels that can traverse an expanded Panama Canal. The $5.25 billion project is expected to be completed in 2015 and will nearly triple the size of ships that can travel the canal.

    One of the most remarkable transformations is proposed not far from the Ironbound. The Port Authority of New York and New Jersey wants to raise the Bayonne Bridge, a soaring steel arch span that connects Bayonne, N.J., with New York City's Staten Island borough, by 64 feet. The $1 billion project would allow post-Panamax ships to reach Port Newark and the Elizabeth Port Authority Marine Terminals in New Jersey and Howland Hook in New York. It was fast-tracked by President Barack Obama last year and is expected to be completed in 2016. Channels near the bridge will be deepened to 50 feet.

    Residents in the Ironbound and on Staten Island worry that larger ships will bring more trucks and increased diesel pollution to poor communities that already shoulder heavy traffic loads. The Ironbound Community Corp. does an annual one-day count of trucks that pass through and idle in the heavily industrial neighborhood; in 2011 it counted 1,327 driving on neighborhood streets and highways and 41 idling. The Ironbound is also home to the state's largest incinerator and sewage treatment plant.

    "It's going to be a lot of dust, a lot of dirt, a lot of vibrations with the raising of the bridge, and there's going to be a lot of truck traffic and rerouting of trucks," said Beryl Thurman, executive director of the North Shore Waterfront Conservancy on Staten Island. She can see the bridge from her home.

    The Coast Guard issued a draft environmental assessment of the project last month and found it will have no significant environmental or health effects. The public has until March 5 to review the report and comment.

    The Environmental Protection Agency rebuked the Coast Guard in written comments, saying it has "fundamental concerns" with the Coast Guard's findings and thinks a more robust examination must be done.

    "We believe that an appropriate analysis would likely reveal changes in the distribution pattern of cargo which could reasonably be expected to result in environmental impacts, particularly air quality impacts associated with increased Port activity and associated diesel truck traffic," the EPA wrote in remarks submitted to the Coast Guard.

    Hundreds of people packed one of three public hearings on the project on Feb. 13. Some, including trade union members and residents, said the project should get its final permitting because both the construction and cargo traffic would provide much-needed jobs to the area.

    Unemployment in is at 14.7 percent in Newark and 11.8 percent in Bayonne, according to the Bureau of Labor Statistics. It's 8.8 percent in New York City. The national unemployment rate is 7.9 percent.

    Others worried about health issues and said the project must go forward only if efforts are made to reduce environmental effects.

    "I have many concerns about unhealthy air quality at the port," said Nancy Mincey, an Ironbound resident whose 13-year-old son has severe asthma.

    Eduardo Rivera, a truck driver, said that drivers idle in lines and that those classified as independent contractors can't afford to buy newer, more efficient trucks.

    "The Port Authority should fix port trucking; then they can raise the bridge," he said at the hearing.

    In a statement, the Port Authority said raising the roadway will "have tremendous economic and environmental benefits for communities throughout the Port District." The agency said it is "committed to clean air strategies ... and we will continue to work with our neighbors in the port district to ensure that our ports are healthy and economically viable moving forward."

    Gary Kassof, bridge program manager for the First Coast Guard District, said the agency stands by its assessment and is taking resident concerns into account before deciding if the document will be finalized or if more study is needed.

    "We haven't made any decisions," Kassof said. "We are here to listen and gather information over the next couple of months, and that's what we'll be doing."

    The report says truck traffic will increase one to two trucks an hour by 2035, a change that will have a "negligible effect on air quality." It also says the bigger, newer ships are more fuel efficient and produce fewer emissions than smaller, older ones.

    The Southern Environmental Law Center filed a federal lawsuit last year on behalf of environmental organizations over plans to deepen the shipping channel to the nation's fourth-busiest container port in Savannah, Ga. Dredging the Savannah River, which runs between Georgia and South Carolina, would result in toxic cadmium being deposited on South Carolina shores and threaten wildlife.

    "The Bayonne Bridge is the flip side of the Savannah deepening," with one in the air and the other underwater, said Blan Holman, a managing attorney in the center's Charleston, S.C., office.

    The National Center for Healthy Housing is studying the effects of truck traffic and an intermodal rail facility from the Port of Baltimore, which plans to greatly increase commerce once the canal is widened.

    "The main thing in terms of health that we're focusing on is looking at the impacts of truck traffic on local roads," said Ruth Lindberg, a program manager at the center.

    In Miami, the Tropical Audubon Society last year settled a lawsuit against the Army Corps of Engineers that claimed dredging the port would significantly damage Biscayne Bay and harm wildlife.

    Residents and environmental groups in Charleston, S.C., aren't as worried about cargo vessels as cruise ships. They're currently battling over the environmental and aesthetic impact of increased cruise ship traffic and worry a wider canal could bring even larger ships.

    Some on the West Coast, whose ports handle most U.S. imports from Asia, are concerned their ports will hemorrhage cargo and jobs because of the expanded canal. A "Beat the Canal" campaign in California is trying to push projects that would "enhance the competitiveness of our green ports and corridors," according to its website.

    Back in New York, Thurman and others said they want the Coast Guard to fully assess the impact to the communities surrounding the bridge and ports.

    "I don't understand what they're thinking," Thurman said, "except that they don't live here and if something goes horribly wrong, they're not going to be scrambling to get the hell out of the way."

    Samsung Announces Galaxy Note 8, Aiming To Dethrone The iPad Mini

    BARCELONA, Spain (AP) ? Samsung Electronics is beefing up its tablet range with a competitor to Apple's iPad Mini that sports a pen for writing on the screen.

    The Korean company announced on Sunday in Barcelona that the Galaxy Note 8.0 will have an 8-inch screen, putting it very close in size to the Apple's tablet, which launched in November with a 7.9-inch screen. It's not the first time Samsung has made a tablet that's in the Mini's size range: it's very first iPad competitor had a 7-inch screen, and it still makes a tablet of that size, but without a pen.

    Samsung will start selling the new tablet in the April to June period, at an as yet undetermined price. It made the announcement ahead of Mobile World Congress, the wireless industry's annual trade show, which starts Monday in Barcelona, Spain.

    The Note 8.0 fills a gap in Samsung's line-up of pen-equipped devices between the Galaxy Note II smartphone, with its 5.5-inch screen, and the Galaxy Note 10.1, a full-size tablet. Samsung has made the pen, or more properly the stylus, one of the tools it uses to chip away at Apple's dominance in both tablets and high-end smartphones. Apple doesn't make any devices that work with styluses, preferring to optimize its interfaces for fingers, mice and touchpads.

    On Samsung's Note line, the pens can be used to write, highlight and draw. The screens also sense when the mouse hovers over the screen, providing an equivalent to the hovering mouse cursor on the PC. However, few third-party applications have been modified to take full advantage of the pens.

    Orbital Sciences Corp. lights up the engines on its Antares rocket for a hot-fire test at the Mid-Atlantic Regional Spaceport in Virginia on Friday.

    Orbital Sciences Corp. has successfully tested the engines for a new private rocket designed to send cargo to the International Space Station.

    The Virginia-based company test-fired the first-stage engines of its new Antares rocket for 30 seconds Friday night at the Mid-Atlantic Regional Spaceport on Wallops Island, Va. NASA's Wallops Flight Facility, also based on the island, supported the so-called static fire engine test, which involved having the Antares rocket fire its engines without leaving the launch pad.


    "This pad test is an important reminder of how strong and diverse the commercial space industry is in our nation," Phil McAlister, director of commercial spaceflight development at NASA Headquarters in Washington, said in a statement released after the test. "A little more than one year after the retirement of the space shuttle, we had a U.S company resupplying the space station, and another is now taking the next critical steps to launch from America?s newest gateway to low-Earth orbit."

    Orbital Sciences is one of two private spaceflight companies with billion-dollar NASA contracts to provide unmanned cargo delivery missions to the International Space Station. Under its $1.9 billion contract, Orbital Sciences will make at least eight delivery flights to the space station using its Antares rocket and robotic Cygnus spacecraft.     California-based SpaceX is the other company with a NASA contract for unmanned space station deliveries. SpaceX has a $1.6 billion contract to fly at least 12 missions to the space station using its Dragon space capsules and Falcon 9 rocket. The company launched both a test flight and a bona fide delivery mission to the space station in 2012. The second delivery flight under the contract is slated to launch on March 1.

    An animation shows how Orbital Sciences Corp.'s unmanned Antares-Cygnus launch system would be used to resupply the International Space Station.

    With NASA's retirement of the space shuttle fleet in 2011, the space agency is relying on new private rockets and spacecraft to ferry cargo ? and eventually astronauts ? to and from low-Earth orbit. NASA is currently dependent on Russia, Europe and Japan for cargo deliveries to the space station. Russia's Soyuz spacecraft are the only vehicles currently available to ferry astronauts to and from the station. ?

    Friday's engine test marked Orbital's second attempt to check the Antares rocket's dual AJ26 rocket engines, which are designed to provide 680,000 pounds of thrust. A first attempt on Feb. 13 was aborted before engine ignition due to a "low pressurization" detection during a nitrogen purge in the rocket's aft engine compartment, Orbital officials said.

    The test took place at Pad-0A at the Mid-Atlantic Regional Spaceport, which is located on the eastern shore of Virginia. It set the stage for a full-up flight test of the Antares rocket, and then a demonstration flight as part of Orbital's contract under NASA's Commercial Orbital Transportation Services program, also known as COTS.

    "Following the successful completion of the COTS demonstration mission to the station, Orbital will begin regular cargo resupply flights to the orbiting laboratory through NASA's Commercial Resupply Services contract," NASA Wallops officials said.

    NEW: Southwest Florida shines in GDP report - It's dated, but it's happy.

    Odds are we're doing even better now.

    A report by the U.S. Bureau of Economic Analysis, a division of the Commerce Department, shows that total goods and services produced in the North Port-Bradenton-Sarasota market during 2011 was $24.1 billion.

    That is up 2.5 percent from 2010, but still short of the $24.4 billion generated in 2008, as Southwest Florida began its long slide into the Great Recession.

    Charlotte County, with $3.3 billion in GDP during 2011, had an even stronger rebound from 2010 at 2.8 percent. That was still about $100 million shy of its 2008 performance.

    Because of the lag in measuring these numbers the federal government likely will not have the region's 2012 performance until 2014.

    But the numbers released on Friday are the most real-time of this broadest measure of economic performance.

    Nationally, the average increase among all metros was 1.6 percent, the report shows, so this region was outperforming many.

    The total GDP in North Port-Bradenton-Sarasota made it the 88th largest metropolitan area out of the nation's 366. Charlotte's put it at No. 346.

    Nearby Cape Coral-Fort Myers was 103rd with $20.3 billion and Naples 146th with $13.4 billion. Tampa-St. Petersburg-Clearwater was 24th with $116.2 billion. Other Florida metros: Jacksonville (47th, with $60.7 billion), Lakeland (123rd, with $16.8 billion), Miami (11th, with $263.4 billion) and Orlando (30th, with $102 billion).

    GDP rose in 242 of those 366 metropolitan areas during 2011, with driven by professional and business services, durable-goods manufacturing and trade, the BEA said.

    Of the 10 largest metros, the three with the fastest growth in 2011 were Houston-Sugar Land Baytown, Texas, (3.7 percent), Dallas-Fort Worth (3.1 percent) and San Francisco (2.6 percent). The 10 largest metros account for 38.1 percent of total metro GDP and averaged 2 percent growth in 2011.

    Chinese make record foreign investments in 2012: PwC

    Foreign mergers and acquisitions by Chinese investors set a record last year, while domestic purchases marked a pause, a study released on Wednesday by the accounting firm PwC showed on Wednesday.

    PricewaterhouseCoopers put total Chinese investment abroad in 2012 at $65.2 billion, an annualised leap of 54 percent, a statement said.

    The number of investments declined slightly meanwhile to 191 transactions from 206 deals in 2011, but they still represented one-third of all Chinese investments, the statement said.

    PwC forecast another record this year.

    But Chinese domestic mergers and acquisitions fell by 28 percent in value to $97.1 billion, and by 23 percent in volume to 2,953 last year, their lowest level in five years, the audit and consulting group said.

    Thierry Charpentier, head of transactions of PwC's China Business Group, forecast an improvement, saying in the French-language statement that the domestic decline "does not mean that investors have lost their appetite for doing business in China."

    In terms of volume, Japanese investors were the most active in China last year, but in terms of overall value, those from Europe and the United States were more committed, the study showed.

    Syrian rebels kill at least 40 government troops in battle for airport, activists say

    Syrian rebels fought pitched battles Wednesday against regime forces at a military base that protects a major airport in the country's north in fighting that has left more than 40 government troops dead, opposition activists said.

    Rebels have been attacking the civilian airport in the city of Aleppo for weeks, and now appear to have overrun the main defenses around the facility. But the airport itself, which stopped handling any flights weeks ago because of the fighting, still remains in regime hands.

    Also Wednesday, Syria's former Foreign Ministry spokesman made his first comments since disappearing in December, saying he left the country because "of the polarization and violence that left no place for moderation and diplomacy."

    Jihad Makdissi, who was known for defending President Bashar Assad's regime in fluent English, said in a statement sent to the Abu-Dhabi-based Sky News Arabia that he did not go to Europe or the U.S. after leaving Syria. He did not say where he currently is, adding that "I have no secrets that anyone would want."

    In his statement Wednesday, Makdissi said the Syrian uprising has "legitimate demands."

    On Dec. 3, Lebanese security officials said Makdissi flew from Beirut to London. But it was not immediately clear whether he had defected.

    After Sky News Arabia posted the letter on Wednesday, Makdissi posted his first tweet on his Twitter account since Nov. 25, saying in English "I confirm authenticity of the Press Release issued today."

    The fighting Aleppo's international airport came a day after opposition fighters captured large parts of the nearby "Brigade 80" base and attacked another major air base, Nairab, adjacent to the airport after taking control of the al-Manara army checkpoint just outside it.

    By Wednesday, the Britain-based Syrian Observatory for Human Rights said the rebels were "almost fully in control" of the "Brigade 80" base. He said more than 40 government troops were killed in the fighting, including two brigadier generals, a colonel and two lieutenant colonels. The report could not be independently confirmed.

    Heavy clashes were also still raging for control of the Nairab base as well as outside the civilian airport, which both have their own defenses in addition to the protection provided by Brigade 80.

    Abdul-Rahman said the brigade is an air defense force that's main task is to protect the international airport and the Nairab air base.

    Syria's rebels have notched several of strategic victories in recent days, capturing a military air base in the province of Aleppo on Tuesday and the country's largest dam on the Euphrates River the day before.

    With the back-to-back blows to Assad's regime, opposition fighters appear to be regaining some momentum in the nearly 2-year-old conflict, expanding their northern zone of control while at the same time pushing deeper into the heart of the capital, Damascus.

Fighter jets also carried out airstrikes on rebel positions in the central province of Homs, the Observatory said.

    The rebels have been pushing their way into Damascus since last week, and came to within a mile of the heart of the capital on Friday. The foray marks the opposition's second significant attempt to storm Damascus since July, when the rebels captured several neighborhoods before being swept out by a swift government counteroffensive.

    Since then, the regime has buckled down in Damascus, setting up checkpoint and controlling movement and out of the city with some of the government's most loyal troops. The heavily defended city so far has been spared the kind of violence that has devastated whole neighborhoods in other major cities such as Aleppo and the central city of Homs.

    The rebels have had the most success in northern Syria, and have captured large parts of Aleppo, Idlib and Raqqa provinces since the Syrian conflict began in March 2011.

    Makdissi said he would have liked to talk to the "wise people only because the parties on the ground stop hearing any voice because of the blood."

    "Polarization between Syrians has reached deadly and destructive levels," Makdissi said.

    On Tuesday, U.N. human rights chief Navi Pillay said the number of people killed in Syria is probably now approaching 70,000. She told the U.N. Security Council that there have probably been almost 10,000 new deaths in recent weeks, adding that the council's deep division and inaction over the nearly two-year-old conflict had been "disastrous" and that civilians on all sides had paid the price.

    In Moscow, the head of Russia's state arms trader said it will continue supplying weapons to Assad's government despite the escalating civil war.

    Anatoly Isaikin, the director of Rosoboronexport, said that Russia sees no need to stop arms trade with Syria as it isn't prohibited by the U.N. Isaikin dismissed Western criticism of Russian arms sales to Damascus, saying that his company has only delivered defensive weapons.

    "In the absence of sanctions, we are continuing to fulfill our contract obligations," Isaikin told reporters Wednesday. "But these aren't offensive weapons. We are mostly shipping air defense systems and repair equipment intended for various branches of the military.

    Isaikin said more deliveries will be conducted under existing contracts, but gave no specifics.

    Russia had been one of Assad's closes allies during since the beginning of the uprising, shielding the regime in Damascus from tougher sanctions by the U.N. The United States and its European allies have backed the opposition.
